Is outsourcing government work a good idea?

If the government is the customer, there is no market. This is because (unlike with private people) there is only one government. So, poor performance will not deter future customers, as there is only one customer.
This may explain failures of outsourcing government jobs, (Blackwater and Haliburton in Iraq, etc…)
Private contractors have an incentive to maximize profits, hence they work well to be able to compete on the market, but this incentive is gone when your customer is the government. agree or agree?
